①東京都内の北にある。（北区など）
②東京都から外れた北にある。（埼玉県など）
①の場合、前置詞「in」を使い「in the north」
②の場合、前置詞「to」を使い「to the north」
以下、例文です。
Kita city lies in the north of Tokyo.
（北区は東京の北にあります。）
Saitama Prefecture lies to the north of Tokyo.
（埼玉県は東京の北にあります。）
もちろん、「東西南北」全て同じように使います。
